Developing the Greater Baltimore Region Integrated Crisis System (G-BRICS) Proposal for the Maryland Regional Partnership Catalyst Grant Program. (2020)
Designed, managed and facilitated the multi-stakeholder engagement process for a multi-stakeholder collaborative (17 hospitals and health systems, four public health departments, consumer groups, providers, community leaders, and health plans) to develop a proposal to restructure the behavioral health crisis response system in Baltimore City and Carroll, Howard and Baltimore counties. Integrating Management of the Public Behavioral Health System at the Local Level in Maryland: Department of Health Behavioral Health Administration (2017 to present)
Support the Maryland Behavioral Health Administration to integrate how the public behavioral health system is managed at the local level across Maryland. This involves working with leaders and community stakeholders for 30+ local agencies (LBHAs, CSAs, LAAs) in Maryland’s 24 local jurisdictions, in addition to State agencies and statewide advocacy groups, to design, manage and facilitate this complex policy process. Activities include identifying and coordinating state and local policy priorities, managing a Learning Community, facilitating a multi-stakeholder Advisory Group, defining agency roles, supporting change management (operational and emotional processes), developing written policies and procedures, and evaluating progress. Redesigning the Public Behavioral Health System including Medicaid Managed Care Carve-in: DC Department of Health Behavioral Health (2021 to present)
Support the District of Columbia (DC) Department of Behavioral Health (DBH) to collaborate with Medicaid and other stakeholders as the full array of behavioral health services are added to Medicaid managed care and DBH transforms its role as the behavioral health authority for DC. This involves pulling in lessons from other states while working with DBH leaders to inform and shape decision-making, and planning for implementation within DBH, with behavioral health providers in DC and with all other community stakeholders. Baltimore City Health Department Opioid Intervention Team (OIT) Strategic Plan Development (2020)
Working with Baltimore City Health Department staff, designed, developed and facilitated a multi-faceted strategic planning process to: gather community input via listening sessions, interviews and a survey; brainstorm with and refine the priorities of Baltimore City’s multi-stakeholder Opioid Intervention Team (OIT) via virtual strategic planning sessions, individual interviews, written input, and surveys; and, draft and finalize the three year strategic plan as required by the Maryland Opioid Operational Command Center (OOCC). Created materials and tools for use by BCHD to more clearly define OIT membership and roles, increase OIT member and community engagement, and expand the impact of the OIT in Baltimore City and on statewide public policy. Maryland Statewide Behavioral Health Advisory Group: Strategic Planning Retreat (2019)
Working with Advisory Group chair and leaders from the Maryland Department of Health Behavioral Health Administration, designed and facilitated the strategic planning process to more clearly define roles, increase engagement, and expand the Advisory Group impact. Minnesota Department of Health Services: Professional Development Seminar on Leadership Engagement (2019)
With guidance from leaders from the Minnesota Department of Health Services, designed and facilitated professional development activities, including an all-day retreat, for a small team of managers to hone their personal leadership skills in engaging multistakeholder groups to effectively shape and refine public policy.
Minnesota State Innovation Model (2014 to 2018)
Supported the MN Department of Health and the MN Department of Health Services to collaboratively manage the multi-million-dollar, multi-year State Innovation Model (SIM) grant from HHS. This involved planning for and facilitating several multi-stakeholder processes, including: Multi-Payer Alignment Task Force (2014-2017); Community Advisory Task Force (2014-2017); Data Analytics Group to Coordinate Health Care Data to Improve Health Outcomes (2015); Data Analytics Group to Coordinate Social Determinants of Health Data to Improve Health Outcomes (2016). This also involved design and facilitation of a MN All Payer Claims Database (APCD) project to develop high value reports for employers (2016-2018), conducted in collaboration with a Minnesota employer health collaborative.
